Abstract

Policies on the preservation of Jepara woodcarving art through the perspective of progressive legal philosophy. Jepara woodcarving represents a living cultural heritage with significant historical, aesthetic, and socio-economic value, yet it faces serious challenges arising from modernization, market pressures, and structural legal limitations. The research employs normative legal methods combined with a philosophical approach, focusing on the extent to which existing preservation policies reflect substantive justice, human dignity, and cultural rights. Legal materials are analyzed qualitatively to assess the alignment between legal norms and the social realities experienced by artisans. The findings indicate that preservation policies demonstrate state commitment at a formal level but remain predominantly administrative and economic in orientation. Substantive protection, participation of artisans, cultural rights recognition, and empowerment have not been fully realized. From a progressive legal perspective, these conditions reveal structural injustice and limited responsiveness of law to cultural communities. The study argues that preservation policies require reformulation toward a more humanistic, participatory, and context-sensitive legal framework. Progressive legal philosophy provides a critical foundation for repositioning law as an instrument of social justice and cultural sustainability, ensuring that Jepara woodcarving art continues to thrive alongside the welfare and dignity of its artisans.
