Abstract

The armed conflict between Israel and Lebanon poses significant threats to the security of diplomatic representatives in conflict areas. Under international law, diplomatic privileges and immunities serve as important instruments for maintaining the continuity of relations between states, including during war or armed conflict. This study aims to examine the implementation of diplomatic privileges in the Israel–Lebanon conflict and to assess the effectiveness of international legal protection for diplomats and diplomatic facilities in conflict zones. The research employs a normative legal method using statutory and conceptual approaches. The primary legal sources include the Konvensi Wina 1961 tentang Hubungan Diplomatik, Konvensi Wina 1963 tentang Hubungan Konsuler, Konvensi Jenewa 1949, as well as other international humanitarian law instruments. The findings indicate that the protection of diplomats and diplomatic representatives in conflict areas continues to face various challenges due to military escalation, attacks on civilian areas, and the low level of compliance of conflicting parties with international law. Threats to the security of diplomatic premises and diplomatic staff demonstrate that the receiving state remains obligated to provide maximum protection even during armed conflict situations. This study concludes that diplomatic privileges and immunities remain applicable during wartime, and protection for diplomatic representatives must continue to be implemented in accordance with the principle of inviolability and international legal provisions.
